Does the Principle and Practice of Neutrality meet the necessities of today’s Humanitarian Action?

2009 marks the 150 year anniversary of the battle of Solferino, which was the direct cause of the launch of the International Red Cross and Red Crescent Movement.The rationale behind the Red Cross was to create a neutral and independent humanitarian organisation able to assist victims of armed conflict which the parties to the conflict could not or would not assist. The principle of neutrality has remained a cornerstone of all Red Cross activities in our 150 years long history, and has proven to be an efficient approach to reach victims of armed conict others can not or will not assist.

To mark the annual celebration of the International Red Cross and Red Crescent Day the Norwegian Red Cross will host a seminar on Neutrality, and has the honour of inviting you to this seminar.

The purpose of this seminar is to debate the role of Neutrality in today’s Humanitarian Action. The seminar wishes to address the concept of neutrality from different perspectives, in today’s politicized world. Today we see the involvement of a multitude of actors in assisting the victims of conflict. This requires, to a greater degree than previously, that the question of neutrality, its purpose and its effect, are properly understood and respected.

Please find enclosed the program for the seminar, which will be held at the Norwegian Red Cross’ Headquarters in Oslo (Hausmannsgate 7).
